Contractors are compelled by the FIDIC Contract to submit a Clause 14 programme within 28 calendar days after receipt of the Letter of Acceptance.
This programme should cover all aspects of the design, approval, procurement, construction, installation, removal and commissioning of the temporary and permanent works. The programme should generally be prepared in a bar chart format that will indicate the critical path for the Project (Red).
Programme Content: The programme shall indicate, but not be limited to:-
• Award of Contract• Building Permit Approval• Demarcation complete • Contractual Milestone Dates • Completion Date • Opening Date• Shop drawing production trade by trade • Shop drawing approval periods • Procurement windows for key materials, plant and equipment • Temporary Works installation and removal (including cranes)• Subcontract tender periods and award dates • Subcontract design and installation periods • Approval of As Built drawings • Structure Weather tight • Mains Power 'on' date • Mains water 'on' date •Mains drainage 'connection' date (Stormwater and Foul water) • Chilled water 'on' date • AC in Building 'on' date • Finishes complete• Client Access dates • Plant equipment commissioning periods • Staff training periods • Temporary power supply 'off' date • Temporary water supply 'off' date • Approval of O&M Manuals • Final Clean
Critical Path Analysis In order to understand the critical path of a Project, you must include a critical path analysis in the tender programme and the Clause 14 programmes. This is critical in terms of understanding the impact when delays occur.
Manpower Resource Also input the manpower resources and production rates into the programme to substantiate the resulting bar chart. In doing so you will be able to provide a separate resource histogram indicating the supervision and manpower allocation over the Contract duration. It is generally a good idea that a copy of this histogram is included with the Tender submission.
Plant and Equipment As above you should also input the plant and equipment resources and production rates into the programme to substantiate the resulting bar chart. And provide a separate resource histogram indicating the plant and equipment allocation over the Contract duration.
Testing and Comissioning Programme Most Contracts requires the submission of a detailed system testing and commissioning programmes prior to the commencement of the testing and commissioning of the MEP plant and equipment. These programmes should be supported by an overall commissioning strategy supplemented by detailed system commissioning method statements. This commissioning regime must be based on a "cause and effect" strategy.
