According to FIDIC a Contractor shall give or provide all necessary superintendence during the execution of the Works and as long thereafter as the Engineer may consider necessary for the proper fulfilling of the Contractor's obligations under the Contract. Depending on the size and nature of a project you should allow for suitable qualified full time site based staff and their CV’s should be included within the tender submission. Site supervision could include;
Each person offered for an identified position must be able to demonstrate a number of years relevant experience in that role as specified in the tender. The Contractor must be able to call these individuals to interview during the tender phase, if required. If the tender was successful then you will be expected to hold these personnel safe until the commencement of the Contract. Generally it will not be permitted to remove any of the these persons from site without the Engineers written consent. In the event such permission is granted you will be required to provide a replacement with equal experience and capability and generally allow a 4 week handover period.
In addition to the constant management and supervision of the Works provided by the Contractor's person in charge, all significant types of works must be under the close control of competent trade supervisors to ensure maintenance of satisfactory quality and progress.
Contractor’s Organisational Chart
Contractor's should provide an Organisational Chart identifying the proposed on-site and off-site organisation. This chart should be supplemented by a separate detailed on-site Organisation Chart indicating the names and titles of the proposed site staff from the Project Director or Manager to the Section Engineers / Foreman. The Organisational Chart should indicate the persons responsible for the Structure, Wet works, Finishes and MEP elements for each section of a project. Refer to a good Organisational Chart template under the Project Management section.
Co-ordination of Engineering Services (MEP)
The site organisation staff should generally also include one or more persons with appropriate knowledge and experience of mechanical and electrical engineering services to ensure compatibility between the engineering services, one with another, and each in relation to the Works generally. The Services Coordinator shall have experience in the coordination of services installations. These staff will be responsible for the compilation of the Planned Preventative Maintenance Schedule required by the O & M Manuals.
